WiFI4EU Captive Portal Support

For municipalities to get funding for their WiFi4EU Wi-Fi service, their captive portals need to integrate with the WiFi4EU back-end to display the official WiFi4EU banner and provide statistics on the number of users. We have enabled plug-and-play support in the Enea Aptilo SMP (software) and SMP-S (service on AWS) so that anyone can activate WiFi4EU on their captive portal in a few minutes.

What Is WiFi4EU?

WiFi4EU is an initiative to create thousands of Wi-Fi networks in municipalities across the EU. With WiFi4EU, a free high-quality internet connection is available in public places for citizens and visitors. EU allocated EUR 120 million for 2018-2020; currently, over 7,000 municipalities have taken advantage of the offer. Each municipality gets a voucher of EUR 15,000 for the purchase of equipment and installation of the Wi-Fi network. The vouchers are to be used to install Wi-Fi equipment in public spaces that are not already equipped with a free Wi-Fi hotspot. The municipality undertakes to maintain a free and high-quality Wi-Fi service for at least three years. The voucher can also be a part-financing of a larger and more expensive project. Municipalities must finish the WiFi4EU-sponsored project within 18 months from the grant. The application is made through a simple registration at the WiFi4EU portal.

Portal Requirements

WiFi4EU requires the municipality to provide a login portal for the Wi-Fi service. The portal needs to integrate with the WiFi4EU back-end to display the official banner and count the number of users. This is how the European Commission can measure the number of sessions started and load the WiFi4EU visual identity that makes the user recognize the service wherever it is offered.

Another requirement is that a user stays connected for 12 hours after login. To achieve this, the user’s unique device ID (MAC-address) is used to re-connect the user. Many European countries consider the MAC-address to be personal data. To comply with these local legislations and GDPR, the login portal must collect the user’s consent to save their MAC-address.
